We have the canvas set for 4K - Ultra HD, and we're filling out the frame to the edges
When we export, the graphics are small in the center of the frame
Some of the exports show a doubling of the size from 4K. Some show as standard 4K resolution
After finding similar posts, we tried multiple exports, with different pixel sizes, etc. The result is always a small graphic in a sea of black
How is this solved?

Are you sure that the canvas is set to Fit?
Please post some screenshots that illustrate what you are seeing in the Motion interface and on export.
Also, it may help if you set the background to something other than black. Using checkerboard and seeing the canvas at different magnification can help seeing if the content is actually filling the frame.
Also of note: the aspect ratio of most mac displays is different from the 16:9 of video, and this inevitably may produce some black even in full screen.
LOL! It's always one little thing...I guess this type of thing can be missed after not utilizing this program for a while. It was by me anyway!
