iphone and icloud storage

I recently upgraded from iphone 6 to iphone SE with 128g storage and am using 23g of that storage. I had previously bought 50g extra storage in icloud in conjunction with my iphone 6 and its 16g storage. What reason is there to keep the icloud storage; I am using14g icloud storage.

What's using up the 14gb in iCloud? Be aware that whatever it is will be gone if you switch back to the 5gb plan. Personally I like the convenience of iCloud backups as well as the iCloud photos functionality. In your case it seems like you hardly use any storage on your phone so you may not need the extra storage.
