so the USB-C port on the adapter is ONLY used for charging Mac notebook and iPad pro? Not iPhone? or other device the connects to USB-C?

No iPhone has a USB-C port. So nowhere for the adapter to plug into on an iPhone let alone charge it.
Any other device that has a USB-C port should be able to be charged through the USB-C port on the adapter.
iPad Air 4, iPad Pro 12.9" 3rd generation and later, and iPad Pro 11" second gen and later have USB-C ports.

If it’s 20W or more it can be used to fast charge the iPhone. If it is 12W or more it can charge the iPhone at a slightly faster speed. If it is a 5W cube power adapter it will still charge an iPhone 12, but slowly. However there no upper limit to the adapter’s capacity. You can use a 61 watt MacBook Pro adapter, or, for that matter, a 1,000 watt adapter (if you can find one) as long as it meets the USB-C PD standard.
You could use a USB-C to Lightning cable to charge your iPhone as you do when you use the 20W (or larger) power adapter to utilize fast charging.
Oh I see. Yes on this particular adapter the USB-C port is mainly there to supply power to the MacBook and you would use the USB-A plug to charge your phone.
Apple is including a usb c to lightning cable with new iPhones.
And this is the second adapter, i took the first one back.
Apple send a usb-c to lightning cable with my imac 24 and it works fine. the problem is the port doesn't work on the adapter, but the picture on the apple adapter box shows it going to an iphone., I messaged Apple and they said it is a data only port. After 20 min back and forth.

No, that’s the problem.
You can plug the adapter into a Mac, and then connect the iPhone to the USB-A port, and it should charge. But connecting to the USB-C port while the adapter is connected to the Mac will not charge the iPhone.
You also cannot connect the iPhone directly to the Adapter from the USB cable side.
What power adapter are you referring to? If its 30w or less it can be used to charge iPhone as well.
