A forced-restart of your iPad may be helpful, as doing so will often resolve an isolated software issue:
If you see no improvement, it is possible that your WiFi Router may be unexpectedly blocking access to some internet resources - and again, a restart of the Router may be beneficial.
To restart you home router, disconnect power - then wait at least 30 seconds before restarting. When you router has rebooted (which may take several minutes), force-restart your iPad as before.

Hi,
I’m thinking maybe the syncing of your iPad was incomplete, so pls try this:
Connect your iPad to iTunes on your computer and let the syncing (pls see attached photo) finishes completely then eject your iPad. Check whether the issue is resolved.
Hope this helps.
Cool Regards,
Pallas
Hi,
Perhaps you can press the Home button twice and swipe close all the open apps.
Then you restart your iPad by pressing both the top button and the Home button until you see an Apple logo, then you can release your fingers.
Then open your Photos app and check if there’s still Syncing.
Hope this works.
Cool Regards
Unfortunately this is not a router or wi-fi issue. It does this on multiple networks and even over iPhone Hotspot with plenty of data. Forced restarts do not appear to be working. It's been like this for weeks.
A reset of your network settings may be helpful:
Settings > General > Reset > Reset Network Settings
Tried resetting network. No change.
I did all that as instructed. Did not work.
The never-ending syncing feeling.
