I had a "Payment Not Processed" error while trying to buy something from iTunes and the App store. It turned out to be a Face ID problem with having my Apple Pay Face ID on.

In IOS version 14.7 it appears to try to process your card twice and failing. So the fix is currently to turn Apple Pay Face recognition off in order to process your payments.

can't use apple pay it seems to require face ID to activate a card fully in the wallet app, but my face ID broke
