My icloud storage was full and I upgraded to the 200gb plan but at the rest of my photos are still not uploading to icloud and at the bottom of my pictures in my camera roll it says “items have not been uploaded to icloud” . When i go into settings it says 48.6 of 200GB used. How can i fix this and have the rest of my photos upload?

If you have upgraded iCloud storage and are seeing a message on your device that storage is full then it is possible you are not making the best use of iCloud storage and need to use optimization features. If you do have optimization activated then it is possible you are exceeding your device's needs in terms of on-device storage and you need to buy a device with more storage.
