Thank you for using Apple Support Communities. Based on your post, you can't consistently add music to your library using Apple Music. We'll do our best to assist.
Nice working trying to restart your iPhone and closing out the Music app. If that hasn't sorted this out, we'd try the following:
- Check if Sync Library is enabled in Settings > Music > Sync Library at the top.
- Reinstall the Music app: This will remove any previously downloaded content. You'll hold the Music icon on the Home Screen until the pop up shows, select 'Delete App', then delete it altogether (not only from the Home Screen). Then you'll download the app again using the App Store, search for Apple Music. Test it out.
- Sign out of Settings > Media & Purchases > Sign Out. This will also remove downloaded content. Then sign back in to Media & Purchases to sign back in. Test it out.

Test trying to stream audio or edit your library. Are you able to add existing library content to existing playlists?
Any issues with your Apple Music subscription?
Do you use this Apple ID and Apple Music on other devices? If so, does the same issue happen there?
