If there are two members in a family and both have iPhones but only one Computer. I will backup using the same computer using my device and my brother too will backup using the same computer using his device. Then, when trying to restore from backup, will both the backups be reflected since it is the same computer or only my backup would be reflected. Both would sign in with their own Apple ID's.

If you are have separate user IDs on the Mac (which don’t have to be the same as Apple IDs) then the backups will be stored in the user directory for each user. However, if you share a single Mac login account all backups will be in that account. If that is the case give your phones different names so you can tell which backup is for which phone. Go to Settings/General/About to rename the phones.
