Why tolerate poor user experience during Apple ID setup?

Why when setting up an Apple ID do you enter all of your only to be told at the end your password is too weak?

I don't understand why the very first impression this brand makes in a user's experience has to be so frustrating. I had to go through the entire process several times.

And this was after I had to set up a new email address because I left the Apple ecosystem 10 years ago, but ID had forgotten me enough to not reset my password, but not enough that I could recreate the ID with my core email address.

10 times. I had to go through the entire setup 10 times over 2 days, with a call to customer service mixed in, so that I could download Numbers to a company laptop.
