Do Not Disturb While Driving
Do not disturb while driving keeps coming on while I’m at home and clearly not driving. I have it set up to only come on when connected to my car Bluetooth.

That’s… not supposed to happen.
Not unless you’re connecting to a Bluetooth audio system that’s reporting itself as a car audio system.
If there’s not a car audio system involved here, use the Get Support link in the upper right of this webpage, and discuss this with Apple.
