iCloud is not allowing me to upgrade beyond the 2TB plan. I have tried to buy more storage, the 4TB plan, but to no avail. Is there a max that we cannot exceed?

iCloud doesn't offer a 4TB plan. The 2TB is max for iCloud storage. You can try to apply for an Apple One Premier plan, which comes at higher cost tho with more benefits.

Yes, 2TB is the maximum plan. If you subscribe to Apple One you can increase up to 4TB. Learn more: https://support.apple.com/en-us/HT211784
