what if I got a new Apple ID? no iPhone .

I want to recover my old photos and whatnot but its been a very long time since I've had Apple.

If your old data is synced to iCloud, you need to use the Apple ID that was used when you synced the data to iCloud. You won't be able to access the data using a different Apple ID.
