Inherited an ipad 1455

My wife inherited an ipad 1455 from her deceased father. We have wiped it clean with itunes,....but it keeps asking for her fathers apple id and password.

My wife has no interest in any of the data that was on the device,.....

She would only like it that she could make it like the day it first came out of the box with no data and where she could enter her own apple id and password and make it her own.
