My 11yo's iCloud account is listed in Family Sharing, and my Apple ID shows him as having iCloud storage access, but his phone is still limited to the standard 5GB limit and doesn't show the Family Share plan. What am I missing?

Thank you for posting in Apple Support Communities. We understand that you can that you've shared the iCloud storage with your son, but you don't see that he has access to the family iCloud storage plan from his device. Do you see the option to choose "Family Storage" when you go to Settings > [his Apple ID] > Family Sharing > iCloud Storage on his device? He may need to accept the Family Storage on his end.

When I go to Settings > [his Apple ID] > Family Sharing > iCloud Storage it asks me to purchase upgraded storage, not use the Family Sharing option. All other Family Sharing is active (Apple Music, etc).
When I go to Settings > [MY Apple ID] > Family Sharing > iCloud Storage it says he is "not using" it
I have a 2TB storage plan
My adult daughter uses the storage plan, but my wife never activated hers
Not using Screen Time/Parental Controls
Both using iOS 14.7.1 (and desktop using Big Sur 11.4)
You should contact their nearest interest or office, the same thing happened to me and it was resolved in their office
