App no longer share with you

Hi, my iPad can’t download paid app such as notability, GoodNotes and procrete. My iPad already update to iPadOS 14.6. And i have the family sharing. I hare try many way to resolve that problem. Restart, offload app, change Apple ID, also can’t solve the problem.have some suggestion or method to solve it? Please.
