iCloud storage not syncing files between MacBook, iPhone and iPad

I've got a MacBook Pro (13-inch, 2016, Four Thunderbolt 3 Ports) running OS X Catalina (10.15.7) which is not syncing files on my iCloud Storage account.

My MacBook has a folder with 52 subfolders, however icloud.com and my iPad and iPhone each only lists 7. If I copy a new folder using icloud.com it displays on all my devices. If I create a new folder on my MacBook it only shows up on my MacBook. If I edit a document on my MacBook the edits only take place in the copy on my MacBook. If I edit a document on my iPad, the edits are reflected on all my devices.

I'm waiting for a call from Apple Support, but I missed their first call and am waiting for them to call back.
