iCloud Messages shows full... but it isn't

According to iCloud Storage I'm at 49.1 GB of 50 GB used but when I go to manage storage Top Conversations only shows 1.87 GB. I have also gone to General > iPhone Storage > Messages and it shows 2.99 GB there. I have already reviewed large attachments and cleared out all large files.

iCloud is still reporting as nearly full. What gives? False reporting? I even disabled iCloud photo backups which is initially what I got the dang service for to begin with but messages took up all the space.

Anyone ever seen this bug? (not jailbroken just FYI)

iPhone 12 Pro Max, iOS 14

Updated to 15.0.2 hoping this would be fixed (amongst other problems like crashes, unresponsive taps in apps etc.)

BUT the issue remains. Now its worse. When I go to my iCloud configuration settings it shows 49 of 50 GB used.

I tap on Manage Storage and it shows 48.4 GB used in Messages.

I tap on Messages and it shows Top Conversations take up only 258.5 MB (I deleted a whole bunch because of this.)

I tap on Top Conversations and I get a blank screen. NO message conversations listed at all.

Is iOS 15 still in beta????
