If you have an Apple Watch notifications will come to that device and not to your iPhone. It isn't stupid it is working as designed.

Is this iMessage or SMS. When you say alerts, my guess is you are referring to Notifications. Do you have any other Apple devices that are using messages, such as Apple Watch, iPad, computer?
