How do I manually update to IOS13 or 14 if its not in my updates?

iOS 13 is no longer available. I'm guessing you have an iPhone 6 or older that can't be upgraded beyond 12.5.4
• If you have an iPhone 5S or 6/6plus, the highest you can update to is 12.5.4
• If you have an iPhone 6S or newer, you can update to 14.7.1
