See if it is related to things discussed in the document you were reading before you posted here --> If you see a Could Not Create Apple ID or Could Not Set Up iCloud message - Apple Support

If it isn't one of those then you will have to provide much more information such as what exactly happens when you try to sign in and exact error messages you see.
