It could be an issue with connecting to Apple recovery through internet. See if you can change your network connection / try connect via cable/ethernet if possible.
Some times Reseting NVRAM can also help.

you are a legend!!! that worked - i plugged cable in and it worked - thank you so very much!!
i loaned my macbook pro to a friend. when i got it back i wanted to wipe it so followed the process on line. now when i start it, the globe spins and the stops, has an exclamation point in the middle and error code -2003F. wont move from that
