target volume is part of incomplete system and can not be installed to

reinstalling on macbook pro, erased HD and Data volumes, and getting this error when trying to install Catalina on HD drive "target volume is part of incomplete system and can not be installed to"

MacBook Pro 15″, macOS 11.5

With an Intel Mac if you want to perform a clean install you should erase the whole physical drive. If you are installing macOS 10.13+ you will first need to click "View" within Disk Utility and select "Show All Devices" so that the physical drive appears on the left pane of Disk Utility. The physical drive will be identified by the make & model of the drive such as "Apple SSD...." and should be the top most item. Erase the physical drive as GUID partition and APFS (top option). If you are installing an older version of macOS then you still want to erase the physical drive (or partition & format the physical drive if installing macOS 10.10 or earlier).
