Can I restore deleted txt messages to iphone x that still appear on ipad air because it hadn't been backed up since the accidental txt message deletion from iphone? These 2 devices are synced, & I figured if I backup the ipad now, it will also wipe out the deleted messages?

If you are using the same Apple ID, it is just a matter of few minutes before the entire conversation is deleted from the iPad too. Probably the iPad is still not connected to the internet that is the reason you are able to see it.
Delete a message or conversation
When you delete a message or conversation, you can't get it back. So make sure that you save important information from your messages.
