There is an HP Easy Admin tool for Mac that allows administrators to download drivers without a connected printer. If there is a problem with HP Easy Start or HP Smart, you may want to try this tool for HP LaserJet Pro M14-M17 drivers.

As always when testing printer drivers, make sure that (multiple) backup copies of important files (documents, photos, et cetera) are available before you start.

Do you have any anti-virus software running on your Mac?

If so, disable or uninstall it before you try to install the printer driver.
