storage full

I have an iPhone SE. all my pictures are in iCloud, and all of my apps are offloaded. There are no movies, songs, downloads of any kind on my phone. Yet, it says STORAGE IS FULL. in th storage i can see that it is all gray and named OTHER. what the **** is other? why is there no space on my supposedly empty phone. Thank you!
