Unable to receive verefication code from series 3 watch to download any apps.

I cannot download any apps on my apple watch because after I send my apple id password the watch says on its display “type verification code we sent to your iphone” or whatever and that never happens. No code is ever sent to my phone. I have researched this and reset my watch to no avail. All i want is spotify on my watch. PS THE VERIFICATION CODE IN THE PASSWORDS AND SECURITY SECTION OF MY SETTINGS DOES NOT WORK.
