My iPad says a hacker is tracking me

Close the message and ignore it. There is no such message from Apple. It's just a scam pop up.

Above is correct. All sorts of scams around, of advertisements that lie, of spoofed / faked / forged calling telephone numbers and spoofed / faked / forged email addresses, all sorts of dreck.

The scammers will sometimes send mail messages with your old passwords as acquired from server data breaches. Other scammers will claim to be recording you and “demand” compromising photos (“sextortion”), all sorts of scam schemes…
