icloud troubleshooting

I bought extra space in the icloud storage because my device is out of space. I wanted to upload all my photos and videos to icloud and turned on the "storage optimization" feature. But for a week now my photos have not been uploaded to the end, only 1 percent of photos and videos have been unloaded, the iPhone storage is not released. Is there something I have to do to make the library load?
