Single Out this Mac:

What happens when you perform this on another device? Any difference? If so, then it is an issue with he current device, and you should reinstall the macOS.

Important: First, Back Up your Mac:

Create a Time Machine backup of your Mac, so that you can have something to restore your Mac from, should anything go wrong with the reinstall. Take this as a learning experience, knowing to always create a backup of your Mac, prior to making any major changes to it (i.e. update installation)

Go to iCloud.com/photos, you can download from there. Or, you can download items directly to your device. If you're seeing them in your albums you can download them.
