Yes. It can be removed and placed into either a drive caddy or enclosure and be used as an external drive. However, you should repartition/reformat it as it had a "special" partitioning scheme when used in the Time Capsule if you want to continue using it for file storage.

I take it that it is not possible to do this without removing the drive from the airport casing .
If your TC can no longer power up or be accessed properly, then yes, it should be removed.
