Do custom keyboard shortcuts work in Garageband 10.4?

I've tried to add "Delete and Move" as a number of different key shortcut combinations but it never works. Going through System Preferences->Keyboard->Shortcuts->App Shortcuts and selecting "GarageBand" and entering "Delete and Move" and assigning a shortcut shows up under GarageBand in the drop-down menu, but the keys are ignored. I've deleted the shortcuts, reinstalled GarageBand, tried different keyboards, it never works as a shortcut, only through the menu.
