M1 Macbook air interface frequently appears to have a low framerate (10fps?)

I've seen it scrolling in safari on different webpages, dragging windows around, and in mouse pointer movement. It persists even when memory pressure is low/green and no significant cpu or gpu use. It persists when all apps are closed. Restarting solves the issue temporarily. Issue is intermittent with no readily apparent pattern.
