Not able to update or download EBay app

I have been advised during my Google search, to contact Apple Support....I attempted to update my existing EBay app, but was unsuccessful .....I tried deleting the app, powering down my iPhone 6, and then attempted to reinstall. That failed....the ‘cloud’ icon with an upward pointing arrow appeared, indicating that I already had the app installed! I’d be grateful for any assistance, please...
