What kind of connections did you use for this monitor?
Usually, WebCams would require USB signals - either directly USB connection or via shared USB-c/Thunderbolt's bandwidth.
According to Asus website, this monitor does not have USB-c or Thunderbolt input.
HDMI/Display Port/VGA - none of these I/O carries needed USB signal for the webcam.
Therefore, you will need USB connection (this monitor has build-in USB hub, extra bonus) for the webcam.
Audio input is necessary if you want to use the build-in speaker.
If you did have USB connection - you might want to try on different USB port on Mac Mini/different machine to see webcam would function.
If none of them will work -- likely some defect issues.
FWIW, just from reading the user manual, this display is heavily geared toward the Windows market and the camera may be geared to connect specifically to PC.
I suggest if you need help, contact ASUS support if they will even work on a problem with connecting to a Mac.
Try using two connections.
An HDMI to HDMI cable for the display.
Plus a USB cable for the USB Hub and Camera.
As mentioned, the USB connection may or may not give you camera access.
