Should Apple Remote Desktop on Catalina be able to control a Big Sur device?

I've been fighting to get my Apple Remote Desktop running on macOS Catalina to control/observe a machine I have just cleaned and reinstalled with macOS Big Sur.

I am slowly comping to the conclusion that this doesn't work. Am I correct?
