I turned off icloud photos on both my ipad pro and my iphone 8 plus. i got an email saying there are 531 photos and 93 videos in my iCloud photos, which i have 29 days to download and keep. However the Dowload and Keep Originals button does not exist anywhere in my settings. Help?

Log in to your iCloud via web browser and download your pictures that way.
The simplest solution is to turn it on, upgrade your storage (even if just for a month), and download your originals. Just make suer that you have a backup in place.
It doesn't show because you turned off iCloud Photos
but i cannot turn it back on because i have more gb in photos than i have icloud storage, and it won’t let me unless i buy more. so what can i do?
