I cannot set up Dolby Atmos on my Apple TV 4K.

What is your audio setup? What is your model TV?
Do you have a Dolby Atmos audio system? Apple TV will only show configuration options that are supported, including supported through external devices. If it doesn’t detect that, then it will hide the options.

Apple TV 4K outputs Atmos in Dolby MAT format (uncompressed). That in turn requires that the audio system has support for this format. This requires a lot of HDMI bandwidth, and will not work over ARC connections (but eARC should be fine). The suggested connection method is Apple TV → AV receiver → TV, as that doesn’t require ARC for Apple TV.
