Can you use two VGA adaptors on Mac Mini M1?

I just got a new Mac Mini M1 for work. Unfortunately, both of my monitors are VGA. So, I got two VGA / USB-C adaptors (official Apple ones) but only one will work at a time. I have changed all my cords etc around and know they work.

I saw this later:

"One display with up to 6K resolution at 60Hz connected via Thunderbolt and one display with up to 4K resolution at 60Hz connected via HDMI 2.0"

Does this mean you cannot use two 1080p monitors if both are attached via Thunderbolt? At all?

The M1 Mac Mini only supports one display from it's TB 3/USB-C ports and one display from the HDMI port.

On some older Mac Mini's you could use an HDMI to VGA adapter, but I can not say which one or if that will even work with the M1 Mac Mini.
