Hi! Is this question about iCloud or iPhone? You cannot upgrade incase of iPhone. You will have the storage that you bought. You can offload and delete unused apps in your iPhone and shift photos and documents to iCloud assuming you have a 2TB storage in it. This should help you in improving the storage on your iPhone. Hope this helps!

Okay, thanks for clarifying. Hope the upgrade was done using the same Apple ID. The iCloud storage can be checked by going into settings - your name (topmost option) - iCloud - manage storage. Then check for the iCloud storage details. If you do not see 2TB storage there and if you have payment evidence of the upgrade then you can take your device to the nearest Apple Care and have it rectified. If your 2TB shows up in the settings, then you may need to check the usage which is graphically and by means of data-points explained. You can decide to offload and delete unwanted contents to free-up space.
It’s from ICloud
Is the storage prompt coming in your iCloud or iPhone? If iPhone then maybe you can follow the recommendations I’ve mentioned above.
