I set my settings to keep voice messages forever

on my audio message setting, I have set it to keep my audio messages to never expire.

I’ll receive an audio message it never gives me the option to “keep it”. Once I listen to the audio message it disappears and is no longer in my message. tried tap and hold several options will appear and I’ll click save. But once I listen to the Audio message it disappears.

I also tried Or to send it to myself, Once I receive the audio message it shows up as a picture of an audio wave only or empty as shown below.
