Is there any chance to be tracked if your location service is off ?

That depends. Your carrier always knows where your phone is. Law enforcement can ask your carrier where your phone is.

Not by Apple or anyone with access to your Apple ID, but your cellular / mobile service provider can track a device on their network regardless of location services on the device, since it connects to their cellular antennas. They normally only do this with a warrant however.
