GoodNotes 5 uses your iCloud account to sync across your devices. Ensure that you are signed in to your iPad and your MacBook Pro with the same Apple ID.

On your iPad, ensure that GoodNotes is set to ON in iCloud. You can check that by opening Settings ➔ Apple ID (Your Name at Top) ➔ iCloud ➔ GoodNotes : Set this to ON.

On your MacBook Pro, Open GoodNotes ➔ Settings (Top Right Corner) ➔ Settings (in the sub menu) ➔ iCloud Settings ➔ Use iCloud: Set this to ON.

That should let the syncing resume between the GoodNotes 5 on your iPad and GoodNotes 5 on your MacBook Pro.

That is the issue. GoodNotes 5 has to be installed on the MacBook Pro as well for it to sync between your iPad and you MacBook Pro. You stated that you cannot download GoodNotes 5 without paying for it again on your MacBook Pro. Are your iPad and MacBook Pro signed on to the same Apple ID? If not then that is the issue.
