Why can't I sync iTunes music Mac/iPhone

My music on my iMac iTunes won't sync. Songs are shaded on iPhone. It says I'm using iCloud Music Library which I don't want to use because it makes me internet dependent. It's turned off on the iPhone. Not sure on the IMac. Googled instructions say open Apple Music on the Mac to turn off iCloud but all I have on Mac is iTunes (High Sierra). It's a 2011 Mac so this is the highest OS I can install.

See Turn on Sync Library with Apple Music - Apple Support and make sure that Sync Library is turned off on the device. You should then be able to set up syncing with iTunes.
