is it normal that it take 21 hours to do a restore time capsule data via wifi at 3 MB/s? I am at 175000 files and still showing 21 hours when yesterday it was showing 9 hours?

All bets are off if you are using WiFi to restore a Mac from a backup, since there is no "normal" here. It's a known fact that Apple really limits speeds on any type of large data transfer over WiFi.

Make sure that your Mac is as close as possible to the Time Capsule during the transfer.

If you had chosen to set up the restore using a wired Ethernet cable connection, you could normally expect about 40-50 GB of data to be transferred over per hour. So, assuming that the size of the backup was about 200 GB, it would take about 4-5 hours for the process to complete.

On average, it usually takes at least 4-5 times longer for the process to complete over WiFi, so in the example above, it might take 15-30 hours before things are done.

The "estimate" that you see on your screen is really more of a guess, so I would not pay a lot of attention to it. It can appear as if little progress is being made for several hours when suddenly the "estimate" will change significantly either up or down.
