Organizing of Bookmarks:

Using a Mac, you would organize them on that. Once organized, and synced to the same Apple ID, all would be organized in the same manor on your iPhone.

Sorry to say this but there’s no way of importing massive bookmarks into iPad Pro but if you are using an Apple iMac or Apple MacBook, this can be done, pls refer to this link: https://www.wikihow.com/Import-Bookmarks-to-Safari
