Automation for Internet Connectivity Mobile data

With Wi-Fi Assist, Wi-Fi is the priority, however when the connection is poor, it will automatically switch to cellular. Having them both enabled shouldn't affect battery usage: Batteries - Maximizing Performance

We see that you'd like to set up an automation where cellular data will automatically turn on when Wi-Fi disconnects or connection is poor. To confirm, "Cellular Data" is turned off in Settings > Cellular or Mobile Data? If it is turned on, enabling Wi-Fi assist automatically switches to cellular when Wi-Fi disconnects.

WiFi always has priority, as long as the iPhone detects that it can successfully connect to the internet through the WiFi connection.

I have not ever turned Cellular Data off, and have not ever been surprised by unexpected Cellular Data usage when working WiFi was available.
