My phone recently became broken, so I'm trying to restore my new phone to an older backup. The problem is that I also recently updated to os Catalina, so iTunes (and all my iTunes backups) are gone. If I plug in the new phone, it doesn't recognize it, and doesn't prompt anything about asking to restore to a backup. I thought I had an iCloud backup as well, but apparently not.

The upgrade to Catalina should have handled your iOS backups formerly in iTunes. Read and follow the article linked above to locate the backups.

Yes, before Catalina iTunes handled my iOS backups. That's what I'm asking - those backups have seemingly disappeared, despite following the instructions and searching for ~/Library/Application Support/MobileSync/Backup/
