No finger ID Or passcode settings

I have an iPhone 8 with the latest iOS and I don’t have any Touch ID or passcode settings at all, it doesn't show up in the location or when I search for it. So I’m unable to change my passcode or add another finger print to my ID.

Check Screen Time, and make sure Passcode changes are not restricted in Settings->Screen Time->Content & Privacy Restrictions->Passcode Changes.
