I turned on Genius and got the confirmation that it has been successfully turned on
I pick a song
I go to File -> New
and Genius Playlist is grayed out
Why?
Are they forcing me to have an Apple Music paid subscription?
Or is there some other obscure setting?

hmmmmmmmmmm. I now have two work-arounds. But there is still something wrong in the UI.
Rebooting did not help, but running in safe mode worked.
Before I tired safe mode I tried something else.
Right click on the song title
Genius Suggestions -> Save as Playlist
and a Genius playlist is created. Looks just like the old ones that were imported.
I can even scale the number of songs up or down through the dropdown.

After a few minutes I got the screen that says:
Genius has been successfully turned on
To make a Genius playlist, select a song in your library and choose Create Genius Playlist from the Action Menu
What is "Action Menu"?
I go to File -> New -> Genius Playlist but it is grayed out
I also went to
File -> Library -> Update Genius but nothing happened
I can create Smart Playlists no problem and almost instant.

No idea where the action menu is supposed to be. Perhaps they mean the right-click context menu.
Reboot your computer and try again. If the File -> New -> Genius Playlist menu still isn't active close Music then hold down option+cmd when you try starting it again to open in its safe mode, which might fix things.
