Listing Desktop files in Terminal.app, on macOS Big Sur

Up to macOS Catalina I was able to manage files in Desktop form the command line (Terminal.app). It was useful, as I had fast access to them either from the GUI and from the terminal (for example to copy to other hosts through scp).

In macOS Big Sur, any attempt to access files it the Desktop folder, even listing the folder, results in "Operation not permitted.".

How can I enable Terminal.app access to the Desktop folder?

Mac mini, macOS 11.5
